In conjunction with the US Department of Housing and Urban Development (HUD) and various other partners, CDCU both develops and builds homes from scratch, and purchases and rehabilitates homes that are foreclosed and/or dilapidated. Our projects span both multi-family and single-family homes.
All homes are built to meet Energy Star® requirements, and rehabilitation of existing housing stock includes improvements in energy efficiency, water conservation, and accessibility. These homes are then sold or rented to qualified families or individuals (income requirements may apply).

FUNDING ASSISTANCE FOR GLADHOUSE UNITS
1. State Of Utah First-Time Homebuyers Assistance Program
Utah Senate Bill 240 (2023) created the First-time Homebuyers Assistance Program for allocation by Utah Housing Corporation. This bill provides Program funds to assist approximately 2,400 first-time homebuyers to purchase a newly constructed but not yet inhabited home. Up to $20,000 in Program funds can be borrowed for the home. Funds are available until depleted.
General eligibility requirements (visit Utah Housing Corporation website for more information)
- You are considered a first-time buyer – this is generally someone who has had no ownership of a primary residence in the past three years
- The purchase price of the property not to exceed $450,000.
- You have an eligible first mortgage loan available through Utah Housing Corporation and its Participating Lenders

2. CDCU Down Payment Assistance program
CDCU can provide downpayment assistance of up to $39,000 to eligible applicants purchasing a Gladhouse unit, which is forgivable after 5-10 years holding the property title (timing depending on amount). This funding is compatible with most forms of mortgage financing, including conventional, USDA, VA and FHA.
General eligibility requirements
- Purchased property must be owner occupied as a primary residence
- Gross combined annual household income (i.e., all household members over 18) must be less than 120% the average median income (AMI). See the table below to determine whether this would apply.
- Applicant(s) would need to contribute $1,000
- Applicant(s) must be under contract on the property (though can still check eligibility prior to this - see below)

Parker Willey is comprised of four separate buildings located at307 East 600 South, 543 South 400 East in Salt Lake City. There are a total of 23 units for those at or below 55% area median income.

Richmond Flats
CDCU is excited to announce the opening of Richmond Flats located at 2906 S. Richmond Street in Salt Lake City. Richmond Flats consists of 55 units one, two, three and four-bedroom units. There will be 8 units that are ADA accessible. Rents will be for those between 30-55% of the area median income. Income limits do apply, and rental costs are income dependent.
